The next source of atomic legislation arefederal laws.Federal laws are adopted by the State Duma by a majority vote of the total membership.Those adopted laws are referred to the upper chamber, the Council of the Federation.  Article 106 of the Constitution of the Russian Federation establishes a list of federal laws that after the adoption of the State Duma are subject to mandatory review by the Council of the Federation.

In the field of nuclear energy,the following federal laws exist: Federal Law dated November 21, 1995,№ 170-FZ "On the Use of Atomic Energy"; the Federal Law dated January 10, 2002, № 7-FZ "On Environmental Protection"; the Federal Act dated January 9, 1996, № 3-FZ "On Radiation Safety"' the Federal Law dated July 10, 2001,№92-FZ "On special environmental programs, rehabilitation of radiation contaminated sites territory"; Federal Law dated 23 November 1995,№ 174-FZ "On Environmental Impact Assessment"; the Federal Law dated January 10, 2002, № 2-FZ "On social guarantees for citizens exposed to radiation from nuclear tests at the Semipalatinsk test site";the Federal Law dated June 18, 1992 № 3061- I «On social protection of citizens exposed to radiation as a result of the Chernobyl disaster"; t=ge Federal Law dated November 26, 1998, N 175-FZ "On social protection of Russian citizens exposed to radiation as a result of the accident in 1957 at the production association" Mayak "and discharges of radioactive waste into the Techa River"; the Federal Law dated December 1, 2007, "On the State Atomic Energy Corporation" Rosatom"; theFederal Law dated June 29, 2011, "On Radioactive Waste and Amendments to Certain Legislative Acts of the Russian Federation," and others.

In addition to federal laws, subjects of the Russian Federation have also passed legislation in the regulation of the use of nuclear energy.For example, in Chelyabinsk Oblast', there is the law of the Chelyabinsk Oblast'dated December 24, 1998 № 60-ZO "On the Radiation Safety of Chelyabinsk Oblast'."

 

В области использования атомной энергии были приняты следующие федеральные законы:

• Федеральный закон от 21 ноября 1995 г. N 170-ФЗ «Об использовании атомной энергии»;
•  Федеральный закон от 10 января 2002 г. № 7-ФЗ «Об охране окружающей среды»,
• Федеральный закон от 9 января 1996 г. N 3-ФЗ «О радиационной безопасности населения»,
• Федеральный закон от 10 июля 2001 г. N 92-ФЗ «О специальных экологических программах реабилитации радиационно загрязненных участков территории»,
• Федеральный закон от 23 ноября 1995 г. N 174-ФЗ «Об экологической экспертизе»,
• Федеральный закон от 10 января 2002 г. N 2-ФЗ «О социальных гарантиях гражданам, подвергшимся радиационному воздействию вследствие ядерных испытаний на Семипалатинском полигоне»,
• Закон РФ от 18 июня 1992 г. N 3061-I «О социальной защите граждан, подвергшихся воздействию радиации вследствие катастрофы на Чернобыльской АЭС»,
• Федеральный закон от 26 ноября 1998 г. N 175-ФЗ «О социальной защите граждан Российской Федерации, подвергшихся воздействию радиации вследствие аварии в 1957 году на производственном объединении «Маяк» и сбросов радиоактивных отходов в реку Теча»,
• Федеральный закон от 1 декабря 2007 г. «О Государственной корпорации по атомной энергии «Росатом»,
• Федеральный закон от 29 июня 2011 г. «Об обращении с радиоактивными отходами и внесении изменений  в отдельные законодательные акты Российской Федерации»

и др.
Наряду с федеральными законами в сфере регулирования использования атомной энергии были приняты и действуют законы субъектов РФ. Например, в Челябинской области действует закон Челябинской области от 24 декабря 1998 г. N 60-ЗО «О радиационной безопасности населения Челябинской области».
